He was born in Lahore on 19 January 1919. He was the son of Sri. Jagat Ram Mehra. His wife was Smt. Satya Mehra. He was educated in Government College Lahore. After his Master's degree in history, he joined the Air Force on November 30, 1940 after some months of flying Tiger Moths at the Northern India Flying Club, Walton. After initial training at Lahore and Ambala, he joined the No 3 Squadron, equipped with Audax Army Co-operation aircraft at Peshawar and saw service with this formation in the NWFP and later with Hunicanes in Bunna. He was one of the first IAF officers to attend the staff college at Quetta after which he commanded the No 3 Squadron during 1945 - 46. He has over 4000 flying hours to his credit on variety of fighter and transport aircraft and helicopters. Some of the aircraft he flew are Hart, Audax, Wapiti, Tiger, Spitfire, LS and Oxford.

He had long spells of service with the training institutions of the Air Force notably the Air Force Academy Jodhpur and the Ground Training School at Tambaram and finally he took over as Director of training at Air Headquarters. Other coveted posts he held with distinction include Air Officer - in - Charge Maintenance at Air HQs. He became Deputy Chief of Air Staff before taking over as Chairman of Hindustan Aeronautics limited. In the two-year full time with HAL, he initiated an extensive reorganisation of this massive production set-up, which resulted in marked increase in productivity.
